On January 22, 2026, the China Chemical Safety Association held its meeting of the fifth council in Beijing. The meeting delved into the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China and spirit of the Central Economic Work Conference, summarized and reviewed the key work of the association during the "14th Five-Year Plan" period, analyzed the current situation and tasks, planned the development of the association during the "15th Five-Year Plan" period, and deliberated on the proposals for the addition of directors, standing directors, and-chairmen, as well as the nomination of the association's deputy secretary-general.
After deliberation and voting at the meeting, Beijing Hai Holdings Group Co., Ltd. (hereinafter referred to as "Haijiang Group") successfully supplemented the China Chemical Safety Association as a standing director unit, and group's chairman, Liu Haijiang, was elected as a standing director of the association.
This significant breakthrough signifies that Haijiang Group has officially entered the decision-making circle of the national authoritative platform in the field of chemical safety, and has received dual authoritative recognition from the national competent authorities and the industry.
The authoritative platform gathers consensus
The China Chemical Safety Association is directly under the jurisdiction of the Ministry of Emergency Management, the Central Social Work Department and the Ministry of Civil Affairs. Its predecessor is the China Chemical Safety and Health Technology Association. The association currently has more than 600 member units, including major oil and enterprises such as Sinopec, China National Petroleum Corporation, China National Offshore Oil Corporation, China Chemicals, and the State Energy Group, as well as backbone enterprises in chlor-alkali, fertilizer, and fine chemical industries.
The meeting of the council was presided over by Wan Tao, member of the Party group and vicepresident of China Petrochemical Corporation, and chairman of the China Chemical Safety Association, and Lu Nianming, secretary of the Party committee and executive vice-chairman of the Chemical Safety Association, who respectively presided over the agendas of the two stages.

During the meeting, experts from the Central Party School gave a special on "Learning and Implementing the Spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China: Serving the Construction of a Industrial System and Opening up a New Situation for the Work of the Association", Deputy Secretary-General Ma Xinni, member of the Party group and deputy chairman of association, delivered the annual work report, and Qiao Fajie, member of the Party group and deputy secretary-general, made the financial report.
